The Vancouver Housing Authority (VHA) works closely with local governments and other community partners throughout Clark County to address issues of affordable housing and homelessness and help families break the cycle of poverty.

Who we are looking for

The Vancouver Housing Authority is seeking a Financial Analyst to provide accurate and reliable financial information and analysis to internal and external users according to industry and VHA requirements primarily in support of VHA affordable housing development financing function.

What you’ll do

 

  • Structures and administers complex financial transactions involving affordable housing development financing activities.
  • Builds and maintains relationships with public and private funding providers.
  • Ensures  compliance with funding programs, policies, rules, and regulations, including low-income housing tax credits, tax-exempt bonds, and governmental loans and grants.
  • Prepares and manages financial models, budgets and projections related to existing and proposed real estate developments and major renovations, including assessment of feasibility of proposed projects.
  • Analyzes, negotiates, and administered complex legal documents including contracts for financial obligations, real estate transactions, partnership agreements, loan documents, regulatory agreements, and professional consulting services. Ensures VHA and service providers are in compliance with contractual obligations.
  • Maintains financial tracking of developments under construction and monitors construction activities for compliance with budget.
  • Collaborates with external auditors to prepare cost certifications and coordinates other project closeout tasks with lenders, investors, Washington State Housing Finance Commission, and other funders.
  • Prepares and analyses property operating reports; producing pro-forma statements and other cost analysis reports.
  • Interprets financial transactions and events for users who must make economic or business decisions.
  • Participates in VHA annual audit and budgeting functions by preparing various schedules and reports related to the position area of responsibility.
  • Records, classifies, and summarizes complex financial transactions and events in accordance with generally accepted accounting principles and prepares related journal entries.
  • Uses various software applications to assemble, manipulate and format data and reports.
  • Prepares financial reports and other communication tools for VHA Senior Staff, Executive Team and Board of Directors. Conducts and participates in presentations of financial data and affordable housing development projects for VHA management and Board members.
  • Compiles historical and current data to assist in long range planning.
  • Analyses VHA credit risk and interfaces with credit rating agencies and other regulators.
  • Conducts research and prepares various documents, policies and procedures as needed.
  • Interacts effectively with various departments within VHA to accommodate smooth and timely reporting.
  • Maintains current knowledge of best practices and developing industry trends and innovations. Advises VHA staff regarding regulations, processes and procedures associated with the position area of responsibility.
  • Consistently complies with position and department safety and attendance standards.
  • Establishes and maintains positive, productive relationships with employees, residents, public officials, vendors, and other related contacts.

What we offer

  • The STARTING SALARY RANGE for this position is $66,696 – $73,365 per year based on experienceThe full salary range for this position is $66,696 – $102,708 per year. The final candidate for this position will be paid within the STARTING SALARY RANGE.
  • Full-time, exempt position.

Requirements

What you’ll bring

  • Bachelor degree in accounting, finance or related subject is required.
  • Four (4) years of professional experience in affordable housing accounting or finance is required.
  • CPA certification preferred.

Knowledge of:

  • Affordable housing financing tools including LIHTC, Housing Trust Fund, FHA loan products, project-based HAP contracts, CDBG, HOME, bond programs, etc. Familiarity with compliance and regulatory requirements of various sources.
  • Principles and practices of real estate finance and development.
  • Principles and practices of governmental accounting.
  • Generally Accepted Accounting Principles.
  • Principles and practices of contract administration.
  • Methods and techniques of maintaining accounting control systems.
  • Methods and techniques of preparing financial reports and statements.
  • Principles and practices of financial record keeping and reporting.
  • Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications.
  • Pertinent Federal, State and local codes, laws and regulations.

Ability to:

  • Structure complex financing packages and present them in standardized development and operating forecasts.
  • Manage multiple projects concurrently.
  • Manage complex and time-critical processes, funding requirements and relationships to complete projects on time and on budget.
  • Select, contract with, and manage accounting and finance consultants.
  • Interpret and apply administrative and departmental policies and procedures.
  • Prepare clear and concise reports and spreadsheets.
  • Analyze and make recommendations on construction project cash flow requirements.
  • Analyze reports and financial statements.
  • Reconcile general ledger accounts.
  • Analyze complex financial transactions and formulas.
  • Operate a variety of office equipment including a computer and associated word processing and spreadsheet applications.
  • Understand and carry out oral and written instructions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective relationships with those contacted in the course of work.
