Application Period Open for 4% Low-Income Housing Tax Credit (LIHTC) / Private Activity Bond (PAB)

Dear Partners and Stakeholders,

 

We are pleased to announce following the programmatic updates adopted by Housing Stability Council at the August 2022 meeting, we have opened the application period for 4% LIHTC / PAB projects. Applications will be accepted through 4 p.m. on Sunday, September 25, 2022.

We are seeking project initial applications for 4% LIHTC/PAB projects that would be ready to reach construction closing between January 2023 – June 2023. Projects may request 4% LIHTC / PAB and Oregon Affordable Housing Tax Credits (OAHTC) through this process.

 

Application materials and additional information can be found on the OHCS website.

 

Please note applicants for 4% LIHTC/ PAB are required to submit their proposals on the updated pro forma document published on the OHCS website.

 

Projects with commitments of OHCS resources, a pre-application acceptance letter or listed as a project under review should:

  • Complete the narrative updates but do not have to submit an updated 4% proforma.
  • Provide a complete 9% LIHTC pro forma if interested in being considered for a 9% LIHTC allocation to be used in lieu of the 4% LIHTC / PAB.

 

In order to be considered, applicant projects:

  • Must have balanced committed sources and uses. OHCS does not have the resources to fill funding gaps and can only prioritize budget-ready applications at this time.
  • Include a development timeline that supports construction closing between January 2023 – June 2023
