Award Opportunity: NOFA #2024-HOD Local Innovation and Fast Track (LIFT) Homeownership & LIFT Supplemental

OHCS is seeking applications through a Notice of Funding Availability (NOFA) for the creation of homeownership opportunities that will serve qualified low-income homebuyers statewide. The NOFA contains award opportunities through Article XI-Q bonds that fund the Local Innovation and Fast Track (LIFT) program and state General Funds that will supplement LIFT awards for qualifying developers. A primary goal of this NOFA is to create affordable homeownership opportunities that serve historically underserved communities and reflect their needs through community-informed design.

The NOFA will be open from Jan. 8, 2024, to Sept. 2, 2024, awarded on a first-come, first-served basis to applicants meeting minimum scoring criteria. Available funding includes $40 million of LIFT that will be available to organizations operating as a community land trust or using another ground lease model of affordable development. In addition, $5.2 million in General Funds will be available as a supplement to LIFT awards for rural, small, or emerging developers, or developers with a commitment to equity demonstrated through the NOFA scoring criteria. The NOFA details the different funding categories, eligibility criteria, terms, and applications and evaluation processes. Applicants are strongly advised to read the NOFA carefully before beginning their application.

To apply, applicants must first complete a brief pre-application that will serve as both a pre-screening tool and a notice of intent to apply. Partners are encouraged to submit the non-binding pre-application as early as possible if they intend to apply.

OHCS may award funds at any time, but partners should consider the following dates as they plan their application submission.

  • For applications submitted by March 4, 2024, awards will be announced in May 2024.
  • For applications submitted by June 3, 2024, awards will be announced in August 2024.
  • For applications submitted by Sept. 2, 2024, awards will be announced in November 2024.
