Our members have decades of expertise and a commitment to affordably house vulnerable Oregonians — including families, seniors and people with disabilities — whom the market, typically, does not serve. Our members provide housing and services across the continuum, from homelessness shelters, temporary rental housing, permanent supportive housing and homeownership. As partners in the Housing Alliance, we support a comprehensive agenda for housing including:
- HB 2456 – made changes to LIHTC program [passed]
- HB 2446 – extends the sunset of property tax exemption for nonprofit housing developers to July 1, 2028 [passed]
- HB 5006 – budget bill that provided appropriations for Oregon Housing and Community Services, including $100 million for wildfire recovery and $100 million for preservation. [passed]
- SB 8 – requires local governments to allow new affordable housing development without requiring a zoning change. [passed]
- SB 282 which extends the grace period for repayment of rent arrears from early in the pandemic to February 2022. [passed]
- SB 278 which delays eviction for nonpayment of rent if the tenant provides documentation of their application for rent assistance [passed]
- HB 2009 – Extends the foreclosure moratorium [passed]
In 2021, Senate Bill 858 held two hearings and was voted out of the Senate Housing Committee with a do-pass recommendation. Unfortunately, it didn’t make it through the Revenue Committee by the end of the legislative session. We continue to carry the torch to reform one of Oregon’s largest housing subsidies.
