Since 1982, REACH has pioneered affordable housing and supportive programs that address complex challenges facing communities. REACH has gained local, state and national acclaim for innovation and responsiveness to difficult urban issues. REACH is a nonprofit affordable housing development and property management company, begun in 1982 in response to neighbors’ concerns about deteriorating housing conditions in Southeast Portland, Oregon. Today, REACH owns and manages a portfolio of 2,131 units of affordable housing located across the metropolitan region, including properties in Multnomah, Washington, and Clark Counties (state of Washington).

BRIEF DISCRIPTION:

The position is a senior leadership position to lead and facilitate REACH’s Resident Services and Programs serving residents of REACH rental housing, and to provide oversight and support to the Community Builders Program (repairs for low-income homeowners).

 Essential Functions/Major Responsibilities:

Resident Services
• Provide leadership to Resident Services Department including supervision of Resident Services Managers.
• Collaborate with CEO, COO and Resident Services team to establish and periodically review service standards and intended outcomes. Develop annual program goals and detailed work plans to meet standards and achieve outcomes.
• Work with Resource Development team to identify and secure funding to support Resident Services operations including gathering stories and data to demonstrate positive impact of affordable housing and services/programs.
• Work with COO and Corporate Controller to develop and track Resident Services budgets.
• Work with COO to provide leadership for Resident Services and Property Management staff on collaborative efforts.
• Identify and cultivate external partnerships and collaborations that to sustain and extend resident services and programs at REACH properties.
• Facilitate planning for changes or modifications to service and program delivery based on community need, resident interest, REACH priorities and availability funding/resources.
Community Builders Program
• Provide oversight to the Community Builders program including supervision of Community Builders Program Manager.
• Review and approve city contracts, proposals and reports that are prepared by Community Builders Program Manager and staff.
• Provide guidance, advice and problem-solving support to Community Builders staff regarding customer service issues and serving difficult clients.
• Collaborate with staff, Managers and Directors from other REACH Departments to support Community Builders on technical or capacity issues.

Evaluation and Reporting
• Work with Resident Services and Community Building staff to develop and track outcome measures for all services and programs.
• Document program implementation with regular written reports. Evaluate program outcomes against goals.
• Oversee record keeping to ensure compliance with external program requirements and serve as primary liaison to HUD for ongoing reporting on resident services provision.
• Conduct periodic evaluations of programs and suggest program realignment as necessary to better meet objectives.
• Ensure effective use of databases.

Supervisory Responsibility:
• Position includes supervision of Community Builders and Resident Services staff.
• Responsible for hiring, training and supervising program managers and other staff.
• Encourage the development of skills and training to accomplish program objectives.
• Support Managers with hiring, evaluation and training of staff.
• Additional work, direction and support provided to volunteers and interns.
