Who we are
The Vancouver Housing Authority (VHA) works closely with local governments and other community partners throughout Clark County to address issues of affordable housing and homelessness and help families break the cycle of poverty.

Who we are looking for

The VHA is seeking a Director of Property Management to lead our property management strategy. This includes developing and monitoring performance metrics for properties ranging from revenue generating to those serving people exiting homelessness with high supportive service needs.

The incumbent will collaborate with others at all levels of the organization and with external stakeholders in the consideration of significant goals, concepts, initiatives, and other activities that profoundly affect VHA, its employees, and the people that is serves.

What you’ll do

Property Operations

  • Manage the department to ensure that housing portfolios are managed, maintained and occupied in accordance with applicable HUD rules and regulations and according to VHA financial and performance management objectives;
  • Establish annual and multi-year department goals; develop, evaluate, and revise programs and practices; review changes in program regulations to determine how they affect the agency;
  • Coordinated the activities of the management offices to accomplish uniform application of policies and procedures; coordinate the efforts in the area of safety and security;
  • Monitor lease enforcement, collections, collection loss, vacancy reports, court filings, etc. through computer generated and manual reporting systems;
  • Develop and administer a program for assuring compliance with and uniform application of federal and local occupancy policies and procedures; interpret and make decisions on the application of these policies; supervise the conduct of project audits;
  • Develop and maintain a system of controls for analysis and evaluation of maintenance performance, schedules, and budgets;
  • Set the direction, create linkages among programs and departments, lead staff, and establish the targets necessary to achieve the strategies and mission of the agency in empowering staff and promoting a work environment of services, teamwork, and respect.

Supervision and leadership

  • Supervise and guide staff using management practices that develop and retain highly competent and highly performing employees;
  • Direct, coordinate and review the work plans for assigned staff; assign work activities and projects; monitor workflow, review and evaluate work performance; methods and procedures and meet with staff to identify and resolve problems;
  • Comply with agency performance evaluation policy and conduct evaluations regularly and on time;
  • Build and maintain effective relations with workforce that includes both union and on-union staff;
  • Present a professional image as a representative of the VHA. Establish and maintains positive, productive relationships with all employees, residents, vendors, and other work related contacts. Reflect the VHA’s commitment to treating all persons with dignity and respect;
  • Maintain a high degree of confidentiality relative to work performed;
  • Direct the deployment of strategies and goals through the department and agency. Work respectfully and courteously with others, and work well under stress;
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints;
  • Consistently comply with position and department safety and attendance standards.

What we offer

  • Starting pay range is $90,000 – $110,000 per year based on experience.
  • Full-time, exempt position.

  • Barriers to housing opportunities encountered by low income households, including those with special needs;
  • Principles and practices of budget development, preparation and administration;
  • Principles of management, supervision, training, recognition, and performance evaluation;
  • Pertinent Federal, State and local laws, codes and regulations;
  • Methods and techniques of negotiation and conflict resolution;
  • Principles and practices of long range and strategic planning;
  • Computer based research, communications, applications and information systems.

Education level and experience:

  • Bachelor degree from an accredited college or university with major course work in business administration, public administration, or related field. Graduate degree preferred.
  • Eight to ten years of increasing responsibility experience in property management in public or private organizations showing expertise in real estate and property management techniques including five years of management and administrative responsibility.
  • Minimum of five years of management, administrative, and supervisory responsibility.
  • Or: In place of the above requirements, the incumbent may possess a combination of relevant education and experience that would demonstrate the individual’s knowledge, skill, and ability to perform the essential duties and responsibilities listed above.
