NEDCO/Willamette Neighborhood Housing Services (WNHS) is a private nonprofit community development organization and member of the NeighborWorks® Network. WNHS is based in western Oregon – with offices in Springfield, Corvallis, Salem, and Oregon City – and serves a multi-county area that includes urban, suburban, and rural communities. WNHS recently merged with another strong community development organization, and is substantially expanding our real estate development activities, including affordable housing, mixed-income and mixed-use development, as well as commercial development that contributes to neighborhood revitalization work. A focus on healthy homes, neighborhoods, and communities has become a unifying theme in much of WNHS’ work and is informing our approach to real estate development and management, and resident and community engagement.

We are recruiting for the new position of Director of Real Estate Development, who will be the senior executive of our real estate development department and a member of the organization’s management team. We are seeking a dynamic leader with equal parts knowledge, experience, vision, and passion for affordable housing and real estate development, who can help us craft and then carry out a broad strategic plan for development. At a minimum, our existing pipeline includes homeownership and land trust development projects, multifamily rental development, and a 12-acre major neighborhood center mixed-use project. A successful candidate for Director of Real Estate Development will have experience (and be energized by!) envisioning and creating ambitious development plans, juggling multiple large projects in various stages of development, utilizing diverse funding tools, and managing the politics of real estate development with a variety of communities and stakeholders.

This is a unique leadership position, joining an organization poised for significant growth, in a state that is increasing its investments in affordable housing. We are looking for a dynamic Director who has substantial experience and also wants room to grow, who can identify and seize opportunities as they arise, and who can see both the big picture of comprehensive community development work and the attention to detail it takes to accomplish that work.

Essential Duties
• Manage all phases of the real estate development process, from concept to completion, through your own work or the oversight of development staff, including:
o site selection and feasibility analysis;
o developing detailed financial pro formas;
o writing applications for and securing project financing;
o securing and coordinating the services of external development professionals;
o securing land use approvals;
o negotiating agreements;
o overseeing construction;
o transferring project to asset and property management;
o completing cost certification and project closeout.
• Work with the CEO, COO, development team and other key staff to create a strategic plan for real estate development and a pipeline of projects that meets the needs of the communities we serve and best utilizes available funding opportunities.
• Use a variety of data collection tools and procedures to develop community needs assessments, housing market analyses, and projects concepts.
• Work with the CFO to create and oversee the Real Estate Development Department budget and cash flow.
• Monitor project expenditures and progress and establish mechanisms for assuring that projects are completed on time and within budget.
• Cultivate positive relationships with funders, municipal staff, architects and contractors, community stakeholders, and other key partners.
• Coordinate outreach to impacted neighborhoods, develop community support, and maintain positive neighbor and community relations during all phases of the development process.
• Coordinate with other staff and organizations to develop plans for providing supportive services.
• Monitor compliance with all grant, lender, and investor requirements. Maintain project records and prepare and submit a variety of reports.
• Supervise real estate development staff (currently 1 full time experienced developer and 1 part time intern…will grow with future pipeline), including providing training and coaching, conducting annual performance reviews, etc.
• Provide staff support to a real estate development subcommittee of the Board of Directors.
• Serve as a resource to the WNHS Asset Manager and property managers on long term capital improvement plans, grant compliance, the rehab of properties in WNHS’ portfolio, and other matters.
•Maintain up-to-date knowledge of federal, state, and local funding opportunities and policy changes related to affordable housing and commercial development; participate in policy and advocacy efforts to shape future funding opportunities at all levels.
• Perform other duties as assigned.

Required Knowledge and Skills:
The position requires a high level of leadership, initiative, independent judgment, technical skills, and skilled collaboration with a variety of partners. Applicants should have:
* A portfolio of successfully developed projects demonstrating different types of development and the use of multiple funding sources.
A demonstrated knowledge of:
* All phases of real estate development from concept development to project implementation for both multifamily rental and homeownership projects;
* Public and private sources of affordable housing financing including, but not limited to, LIHTC, HOME, USDA Rural Development, CDBG, New Market Tax Credits, and a variety of other public and private sources;
* Typical construction and operating expenses for multifamily rental properties, single family development, and/or commercial facilities;
* The principles and practices of project and risk management;
* Methods for assuring project progress and costs are on schedule and within budget;
* The relationship among project financing, project construction standards, and the ability of the owner to maintain the asset over a long period of time;
* Oregon-specific development knowledge is beneficial but not required.

The ability to:
* Effectively coordinate and communicate with development teams that include other WNHS employees, consultants, architects, engineers, builders, public and private sources of financing , and local and state government officials;
* Create strategic plans for multiple types of development spanning a 7-county area;
* Evaluate site conditions, develop alternative project concepts, and develop conclusions about project feasibility;
* Provide effective supervision for a team of development staff;
* Create complex spreadsheets for the financial modeling, forecasting, and analysis of real estate development projects;
* Negotiate and manage agreements and contracts;
* Communicate information clearly and accurately in writing, by phone, face-to-face, in public, and before public bodies;
* Establish and maintain effective relationships with individuals and groups;
* Operate office equipment, especially personal computers using word processing, spreadsheets, databases, email, and calendar/scheduling programs;
* Visit and navigate active construction sites;
* Create and maintain manual and computerized filing and record-keeping systems.

Minimum Qualifications:
Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the required knowledge and skills would be:
* A masters degree with major course work in areas such as finance, business, real estate, planning, community development, public policy, or a related field; and
* Five or more years of experience demonstrating progressive responsibility in affordable housing finance and development.
The Director of Housing Development must also:
* Have or be able to obtain a valid Oregon Drivers License, be insurable to drive the WNHS company cars, (and provide his or her own transportation if company cars are unavailable) for frequent travel to other locations in Oregon;
* Be available to occasionally (once or twice a year) travel out of state to attend multi-day meetings and conferences;
* Complete both criminal background and credit checks prior to being hired, the results of which are satisfactory to the employer.
