The Oregon Department of Energy (ODOE) is currently accepting applications through the Oregon Heat Pump Purchase Program (HP3). The program includes a significant funding allocation for new residential construction, with approximately $6.9 million in incentives currently available for eligible projects. (Oregon)

Program Highlights

  • Incentives are available for eligible new residential construction, rental properties, and other qualifying residential projects.
  • Heat pumps must:
    • Be purchased through an ODOE-approved contractor.
    • Have an HSPF2 rating of 8.1 or higher.
    • Have a SEER2 rating of 16 or higher. (Oregon)

Contractors
If your organization performs its own mechanical installations or your mechanical subcontractor is not yet an approved contractor, they must complete the contractor registration process before applying for incentives.

Approved contractors are required to:

  • Provide the incentive as an upfront reduction in the customer’s purchase price.
  • Submit incentive reservations and reimbursement applications through the HP3 Customer Self-Service Portal.

Important Federal Funding Requirements
Because this program is federally funded, the property owner or developer must:

  • Sign an invoice that meets HP3 invoice requirements.
  • Certify they are not receiving more than $250,000 in federal funding from any source or other CERTA funding specifically through the Oregon Multifamily Energy Program or Energy Trust of Oregon’s EPS New Homes program.
