As part of the Inflation Reduction Act, the U.S. Department of Housing and Urban Development (HUD) is conducting the Green and Resilient Retrofit Program (GRRP) to improve housing quality and resilience of certain HUD-assisted multifamily properties by making $837.5 million available in grants and up to $4 billion in loan authority.  The GRRP program is being administered in three distinct cohorts each with distinct qualifications and four application periods.  General eligibility includes HUD-assisted properties with PBRA HAP contracts, Section 202 or Section 811.

Awards range in size from $40,000-$80,000/unit ($750,000-$20 million total) depending on the cohort, and regional set asides make Oregon properties highly competitive.  Funding is designed to make important retrofits such as energy efficient appliances and heat pumps; higher insulated doors and windows; and fire resistant or solar roofs that will help keep residents healthier and make buildings more resilient.
