Oregon Housing and Community Services’ Homeownership Division has $600,000 in training funds available through the Home Ownership Assistance Program (HOAP) to assist organizations statewide with the costs associated with training and development of staff for Homeownership activities, including but not limited to, the U.S. Department of Housing and Urban Development (HUD); housing counseling certification required for applicable HUD-approved agencies; diversity, equity, and inclusion (DEI) training; DEI consultation on organizational policy development/implementation; and costs related to technical assistance.
HOAP is funded through the Document Recording Fee and is granted to eligible organizations (nonprofits, housing authorities, government entities, and federally recognized Tribes that own land in the state) that sponsor and manage low-income homeownership programs.
This Request for Applications (RFA) #7173 has been revamped from a prior solicitation to allow for the reservation of education training and DEI funds, while the applicant is working to secure the education training and DEI training or consultant. Those who have already submitted applications and would like to take advantage of these changes will need to resubmit a new application.
Applications will be evaluated and selected first-come, first-served, based on available funding, and in accordance with the requirements in this RFA. There is a maximum of $30,000 available per selected applicant.
