OHCS has issued a Request for Applications (“RFA”) #6020, to solicit applications for its HOAP Homeownership Center Program (“Program”) from eligible organizations for grant funding to provide pre-purchase homebuyer education and counseling, financial literacy education and counseling, and post-purchase, including default counseling (full services) to assist in securing the future of Oregonians, in an effort to create stable households throughout the state, particularly in communities of color. Any funds awarded will be to qualified organizations that will provide the services through their Homeownership Center. This RFA has a primary focus on providing culturally specific and responsive services.
OHCS intends to make grant awards aggregating approximately $11,900,000.00 over a five and a half (5.5) year Program period to eligible organizations throughout the state to provide full service counseling and education to households with below area medium income.
The program is made possible through funding from the document recording and filing fees under ORS 294.187. OHCS partners with Homeownership Centers throughout the state to support cooperative relationships and partnerships to provide households access to a full range of homeownership education and counseling services. The HOAP funds support a statewide partnership delivery model for the continuum of services needed to promote successful and sustainable homeownership.
Mandatory Pre-Application Conference/RSVP in Advance
There is a mandatory Pre-Application Conference scheduled for April 13, 2021, see RFA for details.
Potential applicants must RSVP by the deadline in Section 1.2 to participate in the conference. RSVP confirmation and attendance at the video conference is required if an applicant wishes to apply.
RFA Electronic Registration Request Form/Procorem (E-Submittal)
Applicants must also submit the RFA Electronic Registration Request form, per the RFA details, by the deadline in Section 1.2. This form assists the organization in the registration process for login credentials to submit an application electronically through Procorem. Applicant must follow all steps in this process to be responsive.
The purpose of the mandatory Pre-Application Conference is to:
- Provide additional description of the RFA;
- Describe the process of the registration and submission of an application through Procorem;
- Provide additional information about performance measures and incentives;
- Discuss certification process of Culturally Specific Organizations;
- Explain the RFA process; and
- Answer questions applicants may have related to the RFA or the evaluation process.
