The Oregon Housing and Community Services Department (OHCS) Homeownership Division has issued a request for applications (RFA) for Homeownership Support Services funding.
The Homeownership Division provides funding to organizations statewide to bring stability to families by supporting homebuyer and homeowner financial education and foreclosure counseling programs. These programs provide mortgage assistance or health and safety repairs, as well as develop an array of affordable housing opportunities for Oregonians by facilitating the financing and development of homes for homeownership.
The Oregon Legislature appropriated funding for distribution to homeownership centers, nonprofits and other organizations that serve low-income homeowners. The Homeownership Division will administer state grant funding to eligible organizations serving low-income homeowners for funding support in the areas of technology and software, operational capacity building support, additional expenses incurred related to the coronavirus pandemic (COVID-19), and expansion to unserved and underserved populations.
Eligible expenses provided under this RFA include but are not limited to the following:
- Technology and software: computers, laptops, scanners, printers, connectivity devices (router), broadband/internet connections, client management system replacement or upgrades, computer, and software upgrades.
- Operational Capacity Building Support: training, education, professional development, organizational assessment, strategic planning and board development, staffing, accounting and payroll, expenses for facilities (both workplace and service locations), and office supplies.
- Additional expenses incurred related to the COVID-19 pandemic: costs related to remote counseling and education services, video cameras, PDF conversion software, expenses related to a secure document portal.
- Expansion to Unserved and Underserved Populations: costs related to document translation, language access plan, and salary differential for bilingual languages.

OHCS anticipates awarding multiple grant awards from this RFA to provide additional support to eligible organizations statewide including rural communities as supported in the OHCS Statewide Housing Plan.
