REQUIREMENTS: English required, bilingual/bicultural preferred. Minimum five years of experience in housing development, in a nonprofit, governmental, or private sector setting with experience in developing affordable housing. Master’s degree in Urban Planning, Public Administration, Architecture, Business, or related field preferred. Must be able to pass extensive Background Check.

The Housing Development Manager is responsible for all aspects of IRCO’s Housing Development programs including the planning and managing of the program housing portfolio, liaising with partner agencies and funders, ensuring quality client & program outcomes, the successful and timely completion of funder required reports, spending and budget monitoring, supervision of staff, and the creation of program standards, forms, and processes. This position will collaborate with development partners including realtors, real estate developers, architecture and engineering firms, general contractors, financial consultants, construction consultants, and attorneys. This position works closely with other IRCO Directors, Managers, and members of IRCO’s Development team, and external partners across Oregon and Southwest Washington. We are looking for a leader who can provide vision and oversight of existing and developing housing projects, identify gaps in the system, and develop and implement solutions to meet the ongoing housing crisis in our community. The Manager is responsible, in collaboration with the program coordinators, for overseeing the day-to-day operations and oversight of the programs, relationships with partners, and implementing a variety of services in response to current housing development needs. The Housing Development Manager will work closely with the Executive Team to ensure collaboration and coordination between the development, construction and ongoing operation and management of real estate assets and the planning, funding, and programming of housing development services.
