Position Summary

The Housing Program Coordinator (HPC) for the Portland Housing Bureau (PHB) performs program planning, implementation, and evaluation of development incentives programs, including Inclusionary Housing and indirect financial assistance, such as tax exemptions, development fee exemptions, and density bonuses, through PHB’s Development Incentives (DI) team.

The HPC must independently coordinate multiple programs, manage complex projects, establish timelines, and determine solutions. The HPC must be able to perform professionally within high-pressure situations in a political environment. The HPC works closely with the DI Program Manager and DI team and interacts with other bureaus, Multnomah County, and the development community.

As a Housing Program Coordinator – Development Incentives, you will:

  • Ensure efficient processes are in place to achieve DI program goals and outcomes.
  • Draft program administrative rules and coordinate program updates and code changes.
  • Implement policies and regulations through administration and coordination of the various components of the DI programs.
  • Gather DI team data and generate reports.
  • Draft and maintain consistent, stable template documents such as applications, letters, and legal agreements.
