Administer and manage the community development grant programs, including the CDBG Entitlement program and other related programs the City may be awarded or pursue. Develop, implement, award, monitor and report consistent with guidelines and regulations as set forth in contractual agreements with the US Department of Housing and Urban Development (HUD) and other grantors.

  • Develop and maintain the HUD required Five-Year Consolidated Plan, the Annual Plan and administers related grants.
  • Coordinate and conduct activities to the requirements of the Citizen Participation Plan.
  • Prepare a variety of records, forms, agreements, documents and reports for assigned grant programs.
  • Use the HUD Integrated Disbursement and Information System (IDIS) to administer CDBG Entitlement grant program.
  • Ensure that federal and state grant requirements, such as labor standards, environmental reviews, fiscal reporting, and project/program eligibility are met in order to provide for continued grant funding. Prepares for and responds to annual financial audit and program monitoring review.
