Oregon Housing and Community Services is having a discussion with affordable housing developers on the Qualified Allocation Plan update effort happening this Wednesday, May 22 from 1pm to 4pm at Chemeketa Center for Business and Industry located at 626 High Str. NE, Room 115.
OHCS is embarking upon an update to their Qualified Allocation Plan (QAP) that guides their Federal Low Income Housing Tax Credit (LIHTC) programs. They have created a QAP outreach webpage, with information including results of their preliminary QAP survey. They will use that site to provide updates on the process.
They are also interested in developers following up this discussion with coordinating our priority recommendations. To that end Housing Oregon will organize a follow-up web video meeting, most likely in June or early July, to identify recommendations we want to provide back to OHCS. They’ve already completed roundtable discussions with lenders and investors and participating jurisdictions.
OHCS goals for the 2019 QAP update are:
- QAP alignment with OHCS 5-year Statewide Housing Plan priorities, goals and strategies.
- Adoption of national best practices to ensure timely delivery and viable substitutions.
- Streamlining QAP project selection & funding process to leverage new data system.
