Community Partners for Affordable Housing (CPAH) was founded in 1993 by faith-based organizations in the Tigard and Tualatin area to address the need of people experiencing housing instability and homelessness.  Today CPAH is a community housing development organization that provides 372 units of affordable housing in Washington County (primarily Tigard and Beaverton) and Southwest Portland.  CPAH is known for creative, sustainable and beautiful development.  CPAH also provides resident services, including youth services, services for seniors aging in place, partnerships with agencies that support our most vulnerable residents, and eviction prevention and housing stabilization.  CPAH is part of the housing advocacy community in Washington and Multnomah counties and works to educate our community on the need for housing affordability as a key component of a resilient community.  And CPAH is absolutely committed to managing our assets as the precious resources that they are for the long term.

CPAH is currently working to finance and develop two more apartment communities: one in Tigard and one in Beaverton.  These projects have community support and some funding already in place.

The Housing Development Director will report to the Executive Director.  This person performs a wide variety of tasks related to planning and developing affordable housing, including engaging appropriate professionals at the early feasibility stage, design review, assembling financing, including funding applications, obtaining permits and approvals, and managing budget and schedule. In addition, this position will oversee the construction phase of affordable housing projects.

Essential Functions:

Overall ability to manage development process from beginning to end in a way that meets strategic goals and agency mission, in particular:

  • Locate (and manage feasibility analysis of) new development sites and obtain site control.
  • Assess a project’s financial feasibility. Procure project financing from conventional and public sources including grants, loans, tax credits and other subsidies. This includes completing funding applications.
  • Prepare financial proformas and monitor development and construction budgets. Coordinate bid and qualifications processes to select general contractors and subcontractors. Negotiate contracts and monitor contract compliance.
  • Assemble and manage project development team including architects, contractors, consultants, regulatory agencies, asset management, property management and volunteers.
  • Manage the construction process, including meeting lender and governmental requirements and processing of pay application and loan disbursement requests.
  • Coordinate, document, and facilitate project closings and permanent loan conversions.
  • Provide effective leadership, internally and externally. This includes frequent communication with the Executive Director, supporting the board and housing committee with clear information, and representing CPAH in the community with funders, neighborhoods, and community partners.
