The Federal Opportunity Zone (OZ) tax incentive has generated significant attention, and much speculation about the likelihood that private capital will flow to community-based projects in disadvantaged communities.  In particular, housing advocates and developers are trying to identify ways that OZ capital can help accelerate affordable housing development.  Several factors, including the nature of the OZ program itself, highlight the limitations of private investment in housing, and point to the benefits of taking a “portfolio” approach to funding for housing – and community development in general.  Link to 5 Lessons, 5 Questions about Opportunity Zones.
