Through a partnership between Portland Housing Bureau (PHB) and Network for Oregon Affordable Housing (NOAH), the City of Portland is providing Land Acquisition grants using funds from the American Rescue Plan Act of 2021 (ARPA).
A total of $5.1 million in grant funds is available through NOAH to purchase land and/or complete predevelopment site work for future affordable homeownership development. Future for-sale affordable housing shall serve households at 80% area median income or below for a period of no less than 99 years. Preference will be given to projects located in Tax Increment Financing districts that have or will have funds available for housing development in the next five years. Land Acquisition grants must be committed and expended no later than December 31, 2024.
This project is funded by the American Rescue Plan, a federal economic stimulus bill designed to help communities recover from the COVID-19 pandemic and economic recession. The City of Portland is receiving $208 million of local recovery funds. Investments focus on three key priorities: houselessness response and household stabilization, business and commercial district stabilization, and community health and safety.
