The Vancouver Housing Authority (VHA) works closely with local governments and other community partners throughout Clark County to address issues of affordable housing and homelessness and help families break the cycle of poverty.

Who we are looking for

The VHA is recruiting for a Portfolio Manager – Supportive Housing that is responsible for general management and oversight of the Supportive Housing properties in the VHA portfolio. This portfolio houses tenants in supportive housing that have recently exited homelessness and have behavioral health conditions. This position will work closely with the Supportive Housing Program Supervisor who manages the services at these properties. The Portfolio Manager – Supportive Housing provides management, direction, and leadership to Property Managers and other assigned staff and ensure the properties are maintained and operated in accordance with VHA objectives and HUD regulatory requirements. This position is also responsible for tracking property and project financials, schedule, and keeping Director of Property and Asset Management abreast of status.

What you’ll do

  • Manage and oversee all operations including property maintenance, capital improvements, rent collections, lease administration, budgeting and marketing for assigned portfolio.
  • Directly supervise onsite property managers.
  • Liaison with Supportive Services Department where appropriate.
  • Oversee maintenance and budgeting of assigned VHA facilities.
  • Manage reporting and compliance related to HUD regulations as stated in the HUD 4350.3 with regards to subsidized housing occupancy, management, re-certification, EIV, MOR, and REAC inspections.
  • Prepare, in coordination with Finance and Asset Management, annual documentation and requests to HUD for contract renewals and rent increases, including utility allowance analyses; capital needs and replacement reserve analyses; HUD budget forms and required tenant notifications.
  • Review property budgets, income statements, and variance reports, as well as, leases/rent roll analyses and other applicable information for portfolio and asset management review.
  • Manage annual budgets and capital plans for assigned portfolio.
  • Visit properties frequently and conduct site inspections.
  • Coordinate with IT on property data and reports in Elite, and with Asset Management on reporting in WBARs.
  • Develop, hire terminate, coach, counsel and/or discipline site staff positions and document thoroughly.
  • Conduct on-going training, supervision, performance reviews, and motivation of site staff.
  • Assure that resident selection, leasing, and waiting lists are in compliance with all laws. Assure that the policies are correct for each program as set by HUD.
  • Work with site management to assure development and implementation of preventative maintenance programs as needed.
  • Assure realistic and consistent efforts towards resident involvement, positive resident relations, and response to expressed resident services coordinators, when applicable.
  • Review property manager policy and procedures and update as needed.
  • Evaluate property management and maintenance operations periodically to determine cost efficiency and effectiveness.
  • Keep Director of Property and Asset Management informed by regular written reports and ad hoc meetings.
  • Consistently comply with position and department safety and attendance standards.
  • Establish and maintains positive, productive relationships with all employees, residents, vendors, and other work related contacts. Reflect the VHA’s commitment to treating all persons with dignity and respect.

What we offer

  • Starting pay range is $75,732 – $85,000 annually based on experience.
  • Full-time, exempt position.

Requirements

What you’ll bring

  • BA in business, finance, accounting, or related subject plus at least 4 years related experience in property management or related environment. A minimum of 1 year of experience supervising staff in a housing environment.
  • Experience working within HUD, CHFA, Section 8, low income housing tax credits and other affordable housing requirements.
  • Working knowledge of Fair Housing Laws so that policies and actions are administered in compliance with Federal, State and Local laws.
  • Thorough understanding through experience, education, and certification of all HUD regulations as stated in the HUD 4350.3 with regards to subsidized housing occupancy, management, re-certification, EIV, and MOR and REAC Inspections
  • Ability to communicate clearly in both oral and written forms with a diverse population.
  • Certified Property Manager (CPM) preferred
  • Must have valid driver’s license and meet VHA auto insurance requirements.
