The Housing Authority of Clackamas County (HACC) seeks two experienced, highly motivated, and public service-oriented professionals to join our team in the following positions to supervise and lead two of our teams:

  • Regional Long-term Rent Assistance (RLRA) & Homeless Programs Supervisor
  • Eligibility, Leasing, and Inspection Team Supervisor

The HACC is an independent public corporation that provides Public Housing, Affordable Housing, Housing Choice vouchers, and resident services to low-income residents of Clackamas County. Our mission is to provide and develop affordable housing with supportive services for individuals and families on their path to improved health, wellness, prosperity, and inclusion. We prioritize equitable service delivery, financial sustainability, and thriving partnerships to sustain these services to ensure our long-term viability.

The RLRA provides ongoing rent assistance and wraparound services to households struggling with housing instability while supporting landlords who make their housing units available. The program is rooted in a commitment to leading with racial equity by meeting the unique needs of Black, Indigenous, and People of Color (BIPOC), who are disproportionately impacted by housing instability and homelessness. This commitment includes implementing strategies to mitigate barriers to program access, using equity criteria to inform program design, and collecting and evaluating disaggregated data to ensure the program achieves racially equitable outcomes.

The Eligibility, Leasing, & Inspections team performs initial eligibility determinations for all voucher programs. This is accomplished by collecting and reviewing third-party verification documentation, calculating rent and utility allowances, obtaining signatures, and maintaining files according to department standards. The program is also responsible for conducting orientation for new program participants, administering vouchers, assisting clients with porting their vouchers from other jurisdictions, and determining eligibility. Additionally, the program reviews and approves requests for tenancy approvals and develops and executes housing assistance payment contracts. Finally, the team schedules and administers annual and interim eligibility redeterminations and supports with Housing Quality Standards (HQS) inspections.

The HACC Program Supervisors coordinate, supervise, and support staff and resources and administer rent assistance, self-sufficiency, and other subsidized housing and services programs. These positions will ensure complex regulated programs are administered according to the laws, rules, and regulations governing them and that staff are provided with clear, consistent policies, procedures, work plans, and schedules. Incumbents must have strong attention to detail, the ability to see the big picture and take a mission-driven approach to their daily work, prioritize staff engagement and morale, and provide direct and honest communication. Additionally, qualified candidates will have experience furthering racial and social justice priorities, public speaking, and preparing and presenting statistical reports.

The selected candidates will lead and manage high-functioning teams, emphasizing collaboration and building trusting relationships. Incumbents must be able to apply a trauma-informed lens, collaborative problem-solving, and consensus-building skills when leading, engaging, and collaborating with diverse groups, including communities of color, people living outside and/or receiving services, rural communities, subject-matter experts, coworkers, community partners, advocates, and service providers.
