Oregon Housing & Community Services (OHCS) is searching for a Racial Equity Strategic Advisor to fill a key position with our Homeless Services team. WHAT YOU WILL DO
She/He/They will provide advice and consultation to the Housing Stabilization Division (HSD) on equity and inclusion principles and practices; provide strategic technical guidance and policy direction for homeless services and energy and weatherization programs. The position will leverage processes, tools, and guidelines to carry out their responsibilities as well as introduce changes to HSD’s current policies, programs, practices, and measurement systems to in alignment with our equity and racial justice goals detailed in our Statewide Housing Plan. The position is responsible for leading the work of reducing racial disparities in housing and homelessness through long term strategic planning efforts connected to Divisional programs legislative initiatives, and homeless services and energy services rules and statutes.
ESSENTIAL JOB FUNCTIONS: All performed with an Equity & Racial Justice Lens
Outreach, coordination, and strategic advice
- Lead the Division’s efforts around outreach, engagement and contracting with Culturally Specific Organizations, Community Based Organizations and Tribal Governments through consultation and support of Support Services functions of the Agency
Reporting, Analyzing and Designing Equitable Systems
- Develops processes and systems to evaluate and measure the impact of diversity, equity and inclusion program outcomes. Gathers and analyzes data as needed and prepares reports.
Training and Planning Initiatives
- Establish and lead external and internal stakeholder groups in conjunction with other division DE&I staff in support of planning efforts related to the collection and use of demographic data.

WHAT WE’RE LOOKING FOR (REQUESTED SKILLS)
The most competitive candidates will possess the following requested skills, experience, and knowledge:
- Experience leading outreach efforts, engaging and contracting with Culturally Specific Organizations, Community Based Organization and Tribal Governments.
- Knowledge of cultures, customs and social experiences of communities experiencing marginalization and barriers to opportunity.
- Ability to recommend and implement system design improvements to effectively engage and reduce racial disparities in homelessness data and access to services.
- Develop processes and systems to evaluate and measure impact of diversity, equity, and inclusion program outcomes.
- Design and deliver training, employment parity, data collection strategies with external/internal stakeholders.
- Excellent written, verbal and presentation skills.
MINIMUM QUALIFICATIONS
We recognize that your time is valuable. We will be looking for the following minimum qualifications in addition to the skills listed above:
A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification
