Oregon Housing and Community Services (OHCS) issues a Request for Quotes (RFQ) #7322-22 pursuant to Emergency Declaration dated February 8, 2022. OHCS seeks a Contractor to implement a Software-as-a-Service solution that administers a federal Community Development Block Grant for Disaster Recovery (CDBG-DR). This includes its programs and management of grant funds, to serve as a “System of Record” (“System”) and related services.

 

OHCS has established a new program, called Disaster Recovery & Resilience (DRR), to manage housing-related recovery from major disasters. DRR will administer long-term state and federal grants to help survivors and communities impacted by disasters. This program is doing recovery work for the 2020 Labor Day weekend major wildfires which caused 4,200 homes in the state to be lost.

 

The Oregon Legislature allocated $150 million to specific wildfire recovery general funds and substantial affordable housing funding which will be applied to disaster-impacted regions. The federal US Housing and Urban Development Department (HUD) has allocated $422 million in Community Development Block Grant-Disaster Recovery (CDBG-DR) funds.

 

DRR has identified an immediate need for a SaaS application that is externally hosted and cloud-based to serve as a system of record for disaster recovery activities (“System”). The System will provide most of the OHCS’ required base functionality, including grant management, program management, fiscal management and documentation. This System will provide recovery functions, such as:

  • Application portal
  • Communication tools
  • Unique applicant records
  • Uniform process steps for recovery benefit
  • Integration of multiple federal and state datasets
  • Financial and accounting process integration
  • Report functions to measure program activity

All activities in the System will be recorded for a period of time to meet HUD requirements for record retention. This will be a useful tool for audits and monitoring.

The ideal Contractor will provide an existing SaaS solution that:

  • Meets CDBG-DR-federal requirements
  • Configures to OHCS business needs
  • Customizes for gaps identified in the requirements

Term: The Agency estimates the initial length of the Contract (“Contract”) will be twenty-four (24) months, or until all Deliverables have been submitted and accepted by Agency (Final Acceptance as defined in the Contract).

Anticipated Award: The Agency anticipates the award of one (1) contract (“Contract”) pursuant to this RFQ.
