Who we are

The Vancouver Housing Authority (VHA) works closely with local governments and other community partners throughout Clark County to address issues of affordable housing and homelessness and help families break the cycle of poverty.

Who we are looking for

The VHA is seeking a Voucher Specialist 2 to perform a variety of tasks requiring application of complex regulations and sound decision making in the administration of the Section 8 Housing Choice Voucher program. Communicates program expectations/requirements to tenants and landlords and assists with complex compliance issues. A successful candidate will have experience working in a position where attention to detail is crucial. Position requires excellent customer service and communication skills, as well as, the ability to remain organized and efficient in a high volume environment.

What you’ll do

  • Oversees and conducts voucher briefings. Presents information to incoming tenants through printed material and spoken presentation.
  • Reviews and determines eligibility of incoming and existing clientele.
  • Creates, reviews, and approves RFTA.
  • Reviews and executes HAP contracts, leases, and addenda.
  • Reviews and completes annual and interim recertification. Assures that calculations, documents, and data entry are timely complete and accurate as required by VHA and HUD guidelines.
  • Incumbent is aware of programs and resources that may benefit clients and make appropriate referral’s.
  • Administers the voucher.
  • Administers incoming and outgoing portability.
  • Enforces program regulations and VHA policies using established procedures. Represents the VHA in informal hearings.
  • Completes Quality Control reviews as assigned.
  • Complete HQS inspections as directed.
  • Responds independently and courteously to complex requests and issues from VHA employees, tenants, landlords and other business contacts. Communicate process and policies to tenants, landlords, and other housing authorities.
  • Interfaces with landlords to encourage program participation, answer complex questions, and resolve issues related to housing quality standards, contract violations, complaints, and other problems.
  • Consistently complies with position and department safety and attendance standards.
  • Establishes and maintains positive, productive relationships with employees, residents, vendors, and other work related contacts.
  • Monitors and ensures target utilization for properties.
  • Reviews that waitlist draws are being done accurately and within department standards.
  • Coordinates eligibility and occupancy functions with tax credit compliance staff.
  • Produces report(s) for management and HUD as requested.

What we offer

  • Starting salary range is $3,670.00 to $4,037.00 per month based on experience.
  • Full-time, non-exempt, union-represented position working 40 hours per week, Monday – Friday, 8:00 am – 5:00 pm.

Requirements

What you’ll bring

  • High school diploma plus some higher level education or vocational training specializing in office skills and/or housing related subjects AND at least 4 years of directly related experience or equivalent required.
  • Ability to attain Section 8 Housing Specialist Certification within 1 year of hire.
  • Demonstrated computer skills necessary to effectively complete duties.
  • AA or BA in Social Service or related field strongly preferred.
  • Previous housing experience desirable.
